EU Education Policy, EVS and Right to Conscience Objector

European Union takes its legitimation from democracy. Human rights,  mutual agreements,   sublimity of democracy, The right to free elect and to be elected are things that Turkey took from Europe and adapted according to itself.  The Values and principals  that Europe has  carries  weight with inside of it. All the member countries are being punished or remunerated according to those values and criterion.  European Union has very regular and systematic structure. The Council of European Union, European Court of Human rights,  are the only few of those. Those places are in charge of giving " ultimate decision". Every sort of lameness that might be occur there, can influence all member countries.
However, EU gives much importance for education. They praise the education and give fund for young people up to millions euro. They put all the alternatives front of young people that can choose any of them freely. But what is most important thing is that while doing this, they 're depositing all young regardless to religion, language, root, sect etc. The Education and voluntary programmes such as Erasmus, Da Vinci, Socrates, EVS etc. has started to be more popular in all world especially in Turkey. Common particularity of all those programmes are to break prejudgments  in persons and to open the doors of new cultures for them. Privately,  For instance Erasmus system is like that : Turkish student is going to any European country to be continued to his /her education career and to be adopted into there's culture for at least  5 months up to 1 year.
But In EVS, To be student is not an obligation.  Everybody among 18-30 ages can participate to this activity. EVS activity is being the least 1 month and max. 1 year.  This means to work in foreign country as volunteer. The Person can't take a certain salary but being granted by EU.
When it comes to why I told all about this ,
Turkey is still among countries that developed on middle level. Economy of Turkey would be good but in terms of Human rights are very down under expected level. The Topic I didn't not understand and want to discuss is :
The Turkish students that takes  advantages of EU education policy till end, when it comes to Human rights, why don't they show the same sensibility? or escapes from its responsibility? Why they can't pass beyond narrow moulds?  Whey do they still move with nationalist reflex? To think logically,  someone who has gone to Erasmus or for EVS should be more open-minded, more flexible and more liberal. But for some reasons or other, most of Turkish student  Although they use all EU education programme , they don't want membership of Turkey into EU. I see here a big contradiction personally. In my opinion, of someone who have gone to Europe to make EVS or Erasmus should want to enter in EU. Otherwise,   he /she might be contradicting with themselves. Programme that he/she gone can't have an target.  Here is, on this point, The subject I want to mention is " Conscience objector". Conscience objector is a rejection against military recruitment service  of a person because of religious, moral and conscientious reasons. there are two kinds of Conscience objector :  The first one is partly rejection that gives you opportunity to work in public service instead of holding gun. The Second one is that person can reject to go to military service in total. The First Conscientious objector in Turkey is Tayfun Gonul who has explained his conscientious objector. He has laid in jail for years because of his rejection.
It is expressed that in Today's turkey, There are conscientious objector young people are over 1000. EU has gave time  to Turkey to recognize the right to conscientious objector till February. Unfortunately, Turkish government hasn't done anything special nor any enterprise for this Right. European Court of Human Rights has pressurized to Turkey regarding to right to conscientious objector. If Turkey couldn't recognize the Right to Conscientious objector till March, ECHR will give a big money punishment to Turkey. At the moment , there are 3 countries that didn't recognize the Right to Conscientious objector officially. Those countries are Azerbaijan, Turkey and North Cyprus Turkish Republic ( NCTR can't recognize it without permission of Turkish republic )

I hope this important Right will be recognized as soon as possible.
